I tested AVTSIS-3-10-4 on a clean 98 machine. There is no problem with installation. Probably some cab file is corrupted
and to reload InstallPack might solve the problem.

Extracting file failed.  It is most likely caused by low memory (low disk space for swapping file) or corrupted cabinet file.

cab files are the format MS uses to store distributions.  This error is telling you the install program couldn't read a cab file.  Sounds like a bad disk, bad drive, or both.
 
You might want to try installing with green or gold CDR disks instead of the blue.  That may or may not help depending on the quality of the drives in the machines.
