I have now made the menu items greyed out if they do not do anything.

Right-clicking on a race displayed in the list view in GEMS 1-11-13 will display Add Race, Edit Race and Delete Race in the pop-up menu.  Add Race is disabled and should be enabled.

 

This should also be fixed in GEMS 1-17-11.
