Pressing the 6 key while instructions are being read on the audio ballot (initiated by pressing 0) will advance to the next candidate, or the header of the next race if the current candidate is the last candidate in the list.

6 will now return the voter to the race/header/candidate they were on when they pressed 0.

4.1.6.

Pressing the 4 key, however, causes voting instructions to be repeated.

Yep.

Pressing 9 while instructions are presented while the last candidate in the last race on the ballot is current has no effect.

Yep.

The activation of audio ballot functions should be consistent while voting instructions are played.

That sentence is contentless.
