The copy number printed on the AccuVote-OS is the number of times the memory card has been copied using the AccuVote-OS supervisor's copy utility not the download copy.  The download copy number is displayed as part of the Votecenter id.

"Copy" on the AccuVote-OS Server - 1 window represents the number of times a memory card has been downloaded without unsetting the election.  However, the copy # on the AccuVote tape stays at 0 regardless of the number of times the vote center has been downloaded.  
 
1.    Bring up the AccuVote-OS Server -1 window (Download Console).
2.    Noted that VERSION = 1, COPY = 0 on Download Console.
3.    Downloaded a vote center. 
 
4.    Noted that VERSION = 1, COPY = 1 on Download Console. (okay)
5.    Noted that VERSION = 1, COPY  = 0 on AccuVote Tape. (okay) 
 
6.    Re-downloaded the same vote center.
 
7.    Noted that VERSION = 1, COPY = 2 on Download Console.  (okay)
8.    Noted that VERSION = 1, COPY = 0 on AccuVote Tape. (should be 1)
 
9.    Re-downloaded the same vote center.
 
10.  Noted that VERSION = 1, COPY = 3 on Download Console. (okay)
11.  Noted that VERSION = 1, COPY = 0 on AccuVote Tape. (should be 2)
