Whitman has fixed this and the fix will be in GEMS-1-18-9

Subject: GEMS 1-17-21: Port with "Access Denied" causes CPU Usage to hit 100% and stays at 100%.

During download or upload, if you start a port that is already in use, you will get the message "Access Denied". That's okay. However, the message "Access Denied" flicks rapidly at a flick/second and the CPU USAGE hits 100% and stays at 100%.
