The sort order of the precinct list in ballot
station’s create voter card screen is not correct if split precincts are
renumbered in GEMS. Presumably also if report precincts are renumbered. The party list meanwhile appears to be
sorted alphabetically, which is not necessarily what the user wants. It should be by the party’s
