Okay, this is 
complete.   It was not nearly as straightforward as I expected, which 
is a subtle way of saying VIBS will need 
re-testing. 
Step 5 is 
gone.  VIBS also won't play back the race title even when the voter hasn't 
made their (initial) selection.  That means for referenda you'll just get 
"Yes", "No" replayed back.  This is so the voter doesn't have to wait for 
the whole long referenda text to play before they hear again what keys they 
were supposed to press.  Of course if you want to hear the whole thing, you 
can always press 0 to review. 
Eliminating 
Step 6 is tricky in the face of multiple candidates.  What VIBS now does is 
play the instructions to accept or re-vote first, and then 
plays the review candidate selection.  The voter can elect to ignore the 
candidate review and press 9 or 0.  For single candidate races it removes 
the redundancy of hearing the same thing twice in a row.  For multiple 
candidates you still get to hear the list if you want.  
 
(One minor thing I don't like about 
that change is that the voter doesn't get the opportunity to hear the race 
text again after they have selected the candidate, even if they want to.  I 
think it would be better if the 7 key was for accept race, and 0 still meant 
review.  I'm not making that kind of change now though since it means new 
instruction audio.) 
I think both 
these changes do make an improvement, so thanks Steve for the feedback.  If 
someone feels strongly about the old behavior, let me know and we can talk about 
making it a GEMS flag ("replay race title" or 
something).
