The Ballot Text report serves this purpose, and is available in GEMS 1-18-4 (but not in the 1-17 thread).

Bill would like to have a report set up that will print out the race information exactly as it is set up on the ballot.  He says that the customers could use this to proof the races easier, and for publication in the newspapers.
