In the SOVC there is an Edit
Certification. Open this and add the text "I, Steve Knecht, Salesman for
Global, do hereby certify that the following is .....................
@RACE
This is the same as the old summary report in
VTS. Automatically prepares the document containing all the races,
candidates, and the votes they received for the election. The Supervisor
of Elections would appreciate this document.

%RACE%.

SOVC report defined with the %RACE% on the certification page in GEMS
1.14.9 appears with the variable rather than the certification information
which should be substituted in its place.
