Sorry, the question is every time I download a new vote center, or re-download an already downloaded vote center, should it not always ask me "Removable media does not match secondary."

If the new db is for a different vote center, election or download copy then the answer is yes.

Every time I download a new db to the AccuTouch, then load that db into Pole Book for burning of memory cards, should the Pole Book not ask me every time "Removable Media does not match Secondary".
