RE: Ballot Station Software 3.13.8 or higher to support 4KBit Smart Cards.

That's poll book, and besides the Spyrus feature was added in 3.13.7.2 not 3.13.8.  Sophie said ballot station (in bold no less).  Sophie was also talking specifically about 4k cards.  Neither 3.13.8 ballot station nor poll book support 4k cards, unless you run the 3.13.9.2 votercard.dll with it.
 
Folks, it would be best if everyone just review the swannounce posts.  Its all in there.

Isn't 3.13.8 special in its ability to create the smart card that loads the precinct IDs into the Spyrus card reader?

Carefull, this is not correct.  To use the SU004 (4k) cards, you need version 3.13.9.2 of votercard.dll, released today.  This dll should work in older versions of ballot station as well if just want to upgrade votercard. 
 
Again:  There is nothing special about 3.13.8 at all w.r.t the 4k cards.  You need the 3.13.9.2 votercard.dll to play.

Just discovered (thru testing) that the ballot station software has to be updated to 3.13.8 or higher to support the new 4KBit smart cards.    
 
According to Ian, LA will be getting a batch of these 4KBit smart cards for the April 2001 election if they are certified by the development team.   I think Alameda will also be getting a batch for their upcoming April 2001 election.   If this is the case, we'll have to update our ballot station software to 3.13.8 or higher or use 128KBit cards.
