It is supposed to be the amount of time GEMS will wait on an idle but open connection before it hangs up.  It is, however, broken.

History. Knecht insisted that the AV hold the line open for King County regional sites.   Shortly thereafter, he posted an RCR asking that the AVOS not hold the line open, lest poll workers not turn off their machine for 10 minutes.   The resolution was to have the AVOS hold the line open, but have GEMS hang up after some timeout period.
