Could you describe how you would use the rotation function
to check rotation. What reports do you print to verify that the rotation
is correct? Or is this on a precinct by precinct basis? I'm not

It does not reduce the number of ballots in the
deck. The reason one would do an L&A test using rotation would be
to confirm the rotations are correct. The reason for not using
rotation would be to print an SOVC or Summary report and have to totals
increasing by candidate.

If a L&A test is performed not using
rotation then the votes are assigned using the 'base rotation' for the
candidates rather than the ballot rotation.

rotate them again?
