Why are the AccuVote-OS and AccuVote-TS reports located in Pre-Election Reports?  Recently a customer asked me why these reports are located under Pre-Election Reports when they have only used these reports when the election has been uploaded or/and completed.  I must admit it's a valid point.  What about Post-Election Reports?
