Lesley,
It
looks to me that open and close double quotes surround the entire sentence while
open and close single quotes surround the ordinance wording ('A
Charter...No.41'). Is that wrong? If double quotes were used
everywhere, it would appear that the wording before "A Charter..." was one quote
while the end of the whole thing was another "take effect...". Maybe I
don't understand the problem.
