You are correct, however we certified all the changes from BS 4-3-9 forward,
4-3-9 being the last certified version, and from 4-3-9 to 4-3-11 there are
indeed 49 changes, plus the 1 change you referenced.

There was only one change between BS 4-3-11 and 4-3-12 not 49 and this
was a change requested by Wylie.
