What it is supposed to do is include the report precincts of that vote center in the number of precincts reporting statistic of the election night reports, regardless of whether the vote center has actually uploaded. This is used for vote centers which are not expected to upload, but are for whatever reasons to be included in the precincts reporting stat. Users have in the past achieved the same thing by uploading a zero-total memory card for the vote center. This saves them the trouble.
