 Thank you for
responding
travis is talking about a total of 5 votes cast
(times counted)  any suggestions?

  I can only see
this being implemented in terms of two mutually exclusive districts, the union
of which represent the entire jurisdiction, where the first district includes
all precincts with 5 or more registered voters and the second district
including all precincts with less than 5 registered voters.  Define both
of these districts within a district category, then issue the SOVC report for
the district category, selecting the 'I' and 'D' values in the District column
  corresponding to the district category.

  This
registration-based district would have to be created after entering the last
registration amounts prior to election day, but prior to setting the election
  status to 'Set for Election'.

Can anyone give some insight on this matter?  Gail
Fisher is anxiously awaiting our call and we don't want to make
    assumptions.
  Thank You, Jane
